ADGM’s financial licenses grew by 67% in Q1 2025, with 79 new financial institutions joining its jurisdiction last year, bringing the total to 275. ADGM’s jurisdiction extended to Al Reem Island in 2023, concluding its transition in 2024 with 1,100 businesses now operating under its framework. To facilitate growth, non-financial and retail sector businesses on Al Reem were exempted from commercial licensing fees until the end of 2024.
